Report to the National EMS Advisory Committee (NEMSAC) on Statewide Implementation of the Education Agenda is based on results of the 2009 NASEMSO annual survey. This document is intended to provide an overview of statewide implementation of the Education Agenda. Data was collected in 2009, and state EMS directors were given an opportunity to revise their information in April 2010. The report is merely a “snapshot in time” and should not be received or interpreted as a strict policy decision by any state. States retain the authority to implement the Education Agenda in a way that best meets their needs. NASEMSO expresses its deep appreciation to all 50 states and the territories of the District of Columbia (DC), the US Virgin Islands (VI), and the Northern Mariana Islands (MP) for their contributions to this survey.

- Certification “Strawman” - (06/18/10) This draft matrix has been developed to facilitate discussion among state EMS officials related to NREMT exams based on the new Scope of Practice Model and the Education Standards. The matrix is based on results from the 2009 NASEMSO Annual Survey on statewide implementation of the Education Agenda.

- Implementation Timeline - Because implementation of the National EMS Education Agenda will require a multifaceted, multidisciplinary approach by a variety of EMS stakeholders, the National Association of State EMS Officials (NASEMSO) has created this “Timeline” to illustrate the complexities of implementing the Education Agenda. It represents several milestones for implementation and identifies EMS stakeholders that have expressed an interest in participating in a range of implementation activities with a time-oriented goal for achieving them. This chart does not represent an exclusive list and additional objectives will be added as they are identified. Individual states retain the authority to determine their level of participation.
- 2009 National EMS Education Standards Gap Analysis Template - This Gap Analysis is intended for use by States, educators and others as they begin to define the specifics of what will be different at the state and local level between current EMS education delivery and future EMS education delivery. States will find this useful to consider "gaps" between an existing scope of practice compared to what may be implemented under the new SOP model and the Education Standards. Educators may similarly use this document to begin identifying educational content that will need to be accounted for in the transition of existing EMS personnel as well as the delivery of new programs in the future. Publishers may find it helpful in the development of adjunct material to support the implementation of the Education Agenda.
- Appendix B Skill Comparison Blank Checklist for States in MS Word - This Appendix extracted from the 2009 National EMS Education Standards Gap Analysis Template represents skill components presented in a spreadsheet/checklist format, providing the skill matrix from the National EMS Scope of Practice Model with blank columns for states to establish its own gap analysis.
